Against the difficulty of maintaining infrastructure amid population decline and increasingly severe natural disasters, we offer "profitable disaster preparedness" built on INNFRA Base, a movable water-recycling container. It treats and circulates rainwater and household greywater, supplying the water needed for showers, laundry and more even where there is no mains water or sewerage. In normal times it earns revenue as a coin laundry, coin shower, lodging or commercial facility; in a disaster it functions as water infrastructure for evacuation centres. Working not only with local government but with a wide range of regional businesses in finance, construction, retail, lodging and primary industry, we distribute sustainable disaster-response bases across the region as private-sector operations. Everyday economic activity itself becomes preparation, and local companies and residents raise the area's disaster resilience simply by using these facilities day to day — realising a society in which the entire town is disaster infrastructure.
